Chairperson Lynett McLean called the meeting to order at 7:00 p.m. Commissioner Larraine Kelly, Commissioner
Robert Stevens and Port Manager Chris Phalen were in
attendance.

Consent Items:
1. Motion was made and seconded to accept minutes of
February 6, 2007.
Motion carried.
2. Vouchers: motion was made and seconded to accept vouchers
for March as prepared.

Unfinished Business
1. Campground:
Port Manager Chris Phalen reported depositing $135.00 from campground and $70.00 from DNR tax refund.
2. Web Master:
Ken. Jarstad said he checks the website every day and hasn’t had any trouble. He also said the Chamber has dropped a lot of people from their website along with us.
3. Land Clearing:
Commissioner Kelly said we have one bid from Durbin Resources and Excavation for $8,393.25. Mike Huson has not got back to us.
4. Bad Check Resolution:

5. Oyster House Property:
Commissioner Kelly said she spoke to Joe O’Leary and he said he had sent the Commissioners an email explaining the cost to landscape around the Oyster house, to put everything together, and the landscape architect helicopter time. Joe’s 15% administrative fee will be $3,500.00. If we want to have a Power Point program developed, it would run approximately another $3,500.00 for a total of $7,000.00 for the presentation to Chet Manke. Commissioner Kelly said she explained to Joe that the Commissioner wanted their input into the design of the land at the Oyster House. They would like to reflect their vision for the property. Commissioner Kelly continued to say we don’t want to alter the area, just clean it up. If we go forward with this project, we need to keep it as low keyed as possible. Before presenting it to Manke, Commissioner Kelly said she doesn’t want the environment changed that much. She recommended putting in some picnic tables and cleaning out the brush.
Commissioner Stevens questioned the lease and money to do this project. Commissioner Kelly said if we go after all of that, she didn’t think Manke would go for it. If this happens, we will need to drop this deal on the Oyster House right now. Commissioner Kelly continued to say we need a professional to do the Power Point, and wasn’t sure that one of the Commissioners should present it to Manke. The Commissioners talked about different ways as to how to put the Power Point Project together.
Commissioner Kelly asked if we would need to take down the Oyster House and if we need to show Manke that we don’t have a footprint from the Oyster House anymore. Taking it down would enhance the property. Someone asked what a “foot print” meant. Commissioner Kelly explained that if you have a footprint, you can rebuild, but would need a variance. She continued saying that if you got a variance; you could build up but not expand. In a County meeting recently, it was noted that footprints no longer exists. Commissioner Kelly said this is not what she is trying to get into the letter, that it came after. The Commissioners said if they agree and get Joe down to what he is going to give us, and what we want, that we want to make sure that we have control of the design. Commissioner Stevens said he would come to us before he goes to anyone else. Commissioner Kelly mentioned that we want to make sure we control the design and what we want, and for how much. She stated her concern that she didn’t want him coming in here and saying here is what the landscape architect designed, without getting any input from us. She added, if we agree to do this and fail, we would have no more chances. Commissioner Kelly suggested that she would like one of us to sit with the landscape architect and an agreement with the three Commissioners as to what we want, as well as expressing what our goal and the communities goals are for that land. Commissioner Kelly said we want a very nice summer kitchen, get rid of all the weeds, add lots of plants and clean up the area. She added, that we want the landscape architect to look at the land even if they must do it with a helicopter and come back to the Port. They want to be the leading force for the design. If the landscaper comes out and looks at the land, couldn’t he or she see enough to be able to design what we want?
Harry from Manke refused to give Joe Permission to walk the land before. Commissioner Stevens said anyone could look down from the road and see the boat launch, the only thing they couldn’t see would be in the bldg, which should be torn down. Commissioner Kelly agreed adding that it is a liability the way it is.
Chairperson McLean asked if there wasn’t any landscaper around the area Commissioner Kelly said Randal’s is local and she was gong to call them as well as another one from Bremerton and see if they would come out and so a design for us. She added, that we need to give Joe an answer on this. We could say $7000.00 is a lot for a little Port to spend on a landscape designer. Commissioner Kelly said all we want to do is get rid of the Oyster House, clean up the beach and get rid of the weeds, add some gravel, and put in a nice kitchen, if they will let us. Put in some tables, toilets, stoves, and keep everything low keyed.
Commissioner Kelly was going to put the email together and send it to Chris and she could send it to the two Commissioners as well and they could respond back to Chris.
6. Anniversary Celebration:
Port Manager Chris Phalen said May 19th is our 80th Anniversary Party. The menu is; chicken wings, meatballs, baked beans, potato salad, veggie trays, fruit trays, cake, dips, rolls, ham, and turkey. Time is 1:00 to 4:00p.m. Commissioner Kelly asked about music, Chris was hoping to get the Old Time Fiddlers for the band. Everyone enjoyed them on our 75th Anniversary. Chris also added that we need people to help us. Commissioners McLean and Kelly said they would help along with Jarstad’s. Commissioner Kelly asked about a raffle. Instead of a raffle we need to ask for food for the food bank. We need to get an add for the newspapers by first part of May, for both Kitsap Sun and the Belfair Herald.
