Regular Meeting

July 6, 2006

Commissioner Larraine Kelly called the meeting to order at 7:30 PM. Commissioner Lynett McLean and Port Manager Chris Phalen were in attendance.

Chairman Robert Stevens did not attend the meeting.

Guests Present: Mr. Jarstad

Consent Items:

  1. Motion was made and seconded to accept minutes of June 6, 2006 meeting. Motion carried.
  2. Vouchers: motion was made and seconded to accept July vouchers as prepared. Motion carried.

Unfinished Business

Commissioner Kelly said this will be a short meeting since we don’t have a lot to discuss.

  1. Report on Campground
  2. Port Manager Christine Phalen said she deposited $2,550 from campground this month. Port Manager Chris Phalen said she called the sheriff last weekend when three fellows refused to pay for camping. One of the fellows did pay for his car after she called the sheriff. The sheriff came out a couple hours later and called her and said he watched the other money being put in the money box. They only put in $15 instead of the $36 they owed. A bunch of three wheelers were in the campground doing wheelies in the park and a fisheries person gave all of them tickets.

    Commissioner Kelly said some people were camping on the Manke property and commented that the smartest thing the commissioners ever did was to buy the port manager a cell phone. We don’t have control over people camping on the Manke property but we do have control over our property, and they have confiscated one of our table and one of the camp stoves, and we are going to have to figure out how to get them back. She asked Chris not to go down there and confront them alone as it is not safe.

    Port Manager Phalen said Brian told her they have a tent trailer down there now and they are going around the gate. Brian also said they were living in the scotchbroom at the Oyster House before they were kicked out. Commissioner Kelly said we just need to get our property back safely.

    Commissioner Kelly asked about the bulletin board in the park. Ken said he noticed the new rules were up. Port Manager Phalen said everything had been torn down after the three guys left, and she figured they did that.
     

  3. Web site

Ken said he hasn’t been able to send the reservations to Chris. Something happened to the server and he hasn’t figured it out yet.

A commissioner asked about the map on the web site and why it was still in black and white.

Mr. Jarstad asked Commissioner McLean what they found out at the meeting about putting a bulletin board system with forms for the commissioners to use and the public could view the forms and give input, and they could conduct business on computer. Commissioner McLean said they asked about that and she understood they didn’t think it would be like a meeting.

Commissioner Kelly asked if someone opposes a question on the website, can the commissioners go in and discuss it on the web site. Commissioner McLean said that is what it sounded like to her but we should talk to Chairman Stevens. Commissioner McLean said she thought we need to contact our attorney before we do anything. Commissioner Kelly wondered if the web site would be considered an open forum and be classified as a public process. Mr. Jarstad said that would be ground breaking for Dewatto. Commissioner Kelly said we need Chairman Stevens here to discus this with him and then put something together to present to Gordon for his opinion.

New Business

Commissioner Kelly said she did talk to Joe O’Leary and he did meet with the Planning Commission and he will be sending us information on that meeting.

Commissioner Kelly said we do need to take a few minutes for executive session. We will return in about 10 minutes.

The meeting is back in session.

Commissioner Kelly said our next meeting will be August 1, 2006 at 7:40 PM.
